L.I. Smith & Associates, Inc. was named the 2016 Small Business of the Year by the Metropolitan Nashville Airport Authority for its outstanding performance on MNAA contracts. Over the past several years, L.I. Smith & Associates has been providing construction staking services on a number of Airfield Pavement Rehabilitation Projects including the Reconstruction of Taxiway T3, Runway 13-31 West, Runway 2C, and Runway Sierra. Topographic surveying has also been provided for several design and construction projects at the Nashville International Airport.

Memphis International Airport, Photogrammetric and E-GIS Mapping, Memphis, Tennessee
Memphis-Shelby County Airport Authority
Memphis International Airport selected the team of Allen & Hoshall, Inc. and L.I. Smith & Associates, Inc. to provide surveying and photogrammetric mapping services to comply with the FAA E-GIS mapping program. Allen & Hoshall was responsible for all surveying and project management and L.I. Smith & Associates provided photogrammetric mapping services for this project.
Allen & Hoshall provided all surveying associated with establishing a Primary Airport Control Station (PACS) and a number of Secondary Airport Control Stations (SACS) that will be tied to the National Spatial Reference System (NSRS). All survey work was performed in accordance with FAA Advisory Circular 150/5300-16A. Also, Allen & Hoshall provided all documentation required for submittal to FAA and/or NGS for approval of work items.
L.I. Smith provided aerial imaging, survey ground control points, digital orthophotos and digital topographic mapping. The digital imagery and digital orthophotos covered an area of seventy-four square miles, which included the Approach / Departure Zones from the ends of the runways. The digital topographic mapping covered the airport area, which included an area of seven and half square miles. The digital imagery, digital orthophotos and digital topographic mapping complied with FAA Advisory Circular(s) 150-5300-17B and 18B.
Survey ground control was provided by L.I. Smith & Associates. A total of 59 control points and 5 check points were established. Station location sketches and visibility diagrams including photography of each control point were created as documentation to meet the requirements of the FAA.
Henry County Airport, Paris, Tennessee
Survey, Aerial Photography, Topographic Mapping
L.I. Smith & Associates, Inc. provided aerial photography and surveyed photo control points for TLM & Associates in Jackson, Tennessee of the Henry County Airport.
Due to drainage problems in and around the airport, the Henry County Airport required an updated topographic map. L.I. Smith & Associates, Inc. was contracted to provide aerial photography, ground control and on-site benchmarks, digital topographic mapping at 1" = 50' with 1' contours, and color digital orthophotos.
The digital mapping extends 3000' from the ends of the respective runways. L.I. Smith & Associates also provided as-built surveys of parking areas for the design and repair of the area and for the addition of another hanger.
Charles Baker Airport, Airfield Improvements, Millington, Tennessee
Memphis-Shelby County Airport Authority
L.I. Smith & Associates provided surveying services as a subconsultant to Garver as part of a contract for the Memphis-Shelby County Airport Authority. The project consisted of the design of airfield improvements at Charles W. Baker Airport. Major task elements included design services required to relocate the parallel taxiway and to replace the airfield lighting system, including the runway lighting systems.
The project included fleet mix analysis, fleet mix forecasts, airport siting studies, geotechnical testing and engineering, site surveying, airside civil engineering design, airside pavement design, airside electrical engineering design, value engineering, cost estimating, construction scheduling, bid phase assistance, and construction administration and support services.
L.I. Smith personnel located airfield lighting and NAVAIDS, utilities, culverts and other stormwater conveyances, airplane fueling area, T-hangars and administration buildings, as well as surveyed cross sections of the existing runway, taxiway and runway safety area.

Huntsville International Airport, Huntsville, Alabama
Group VI Improvements Projects – Phase 1
L.I. Smith & Associates provided survey construction staking services as part of a subcontract with APAC-Mid-South, Inc. for the Group VI Improvements Project consisting of taxiway widening construction, taxiway and runway shoulder construction, taxiway and runway pavement rejuvenation, airfield marking and airfield lighting and signage at the Huntsville International Airport.
Surveyors from L.I. Smith & Associates established all horizontal and vertical survey controls, including performing all calculations required to set offset stakes, reference point stakes, slope stakes, and other reference marks to provide lines and grades for construction.
Ashland Regional Airport, Worthington, Kentucky
Boundary and Topographic Survey
Stantec, Inc. contracted L.I. Smith & Associates to conduct a boundary and topographic survey of the Ashland Regional Airport. The airport is located along the banks of the Ohio River and has a runway 5600 feet long. The topographic survey included laying out a 10-foot grid along the taxiway, profiling the edge of the runway, laying out a 25-foot grid in the grassy areas, and locating all improvements, including underground utilities, near the taxiway.
The airport property was acquired by 42 separate deeds. Numerous tracts were subdivision lots along streets that no longer existed. Many hours were spent in the courthouse researching the airport property, along with the adjoining property owners. The total area of the airport is 202 acres. The boundary survey also included determining the ordinary high water mark along approximately 7500 feet of the Ohio River. The survey is tied to the Kentucky State Plane Coordinate System, North Zone, NAD 83.
