L.I. Smith & Associates, Inc. provides construction engineering and inspection (CEI) services to insure that their projects are built in accordance with their plans and specifications. These services include the review of contract documents and construction schedules as well as performing quality assurance inspections.
L.I. Smith has a team of experienced inspectors, engineers, and program managers for roadway and bridge projects. These individuals are certified in the testing and inspection of concrete, aggregates, soil, asphalt, erosion control devices, and nuclear gauge. L.I. Smith & Associates engineers, surveyors, and inspectors complete regular safety training and are HAZWOPER certified.

CEI Services for Metropolitan Government of Nashville and the Public Works Department
Smith Seckman Reid, Inc. (SSR) and L.I. Smith & Associates, Inc. were teamed to provide services to the Metropolitan Government of Nashville and Davidson County (Metro) to provide professional consulting engineering services to the Department of Public Works for pre-construction support services and construction engineering inspection (CEI) services for three (3) construction projects funded by the American Recovery and Reinvestment Act of 2009 (ARRA).
The scope of these projects included: Traffic signal construction and inspection, roadway, sidewalk and intersection construction and inspection, storm drain system construction and inspection, and pavement resurfacing and inspection. The projects required knowledge of Metro and TDOT design standards and standard plans and a working knowledge of federal, state and local laws, regulations, ordinances, and practices pertaining to traffic signal operations and roadway design.
Project 1: Sidewalk Repair on West End Ave between I-440 and White Bridge Road - The SSR / L.I. Smith team provided CEI, surveying and utility coordination on the West End Avenue sidewalk project. Sidewalk repair for this project on West End Avenue between I-440 and White Bridge Road was upgraded to meet ADA compliance.
Project 2: Multi-Modal Traffic Signal Enhancement, Nashville, Tennessee - The SSR / L.I. Smith team provided CEI, surveying and utility coordination for multi-modal Traffic Signalization Enhancement projects at six (6) separate locations including the intersection of Lafayette Street and 4th Avenue South, at the intersection of Lafayette Street and 2nd Avenue South, at the intersection of Gallatin Road and Litton Avenue, the intersection of Gallatin Road and Trinity Lane, the intersection of Gallatin Road and Hart Lane, and at the intersection of Gallatin Road and Greenfield Avenue.
Project 3: Various Intersection Improvements, Nashville, TN - The SSR / L.I. Smith team provided CEI, surveying and utility coordination for various Intersection Improvement projects at five (5) separate locations including the intersection of Antioch Pike and Richards Road, the intersection of Bell Road and Cane Ridge Road, the intersection of Harding Place and Antioch Pike, the Intersection of Harding Place and Trousdale Drive, and at the intersection of Nolensville Pike and Elysian Fields Road in Nashville, Tennessee.
CEI for I-55 and Mallory Avenue Intersection Improvements
Memphis, Shelby County, Tennessee
The interchange at Interstate 55 and Mallory Avenue is a vital link to the growing industrial area at the Frank C. Pidgeon Industrial Park. Freight traffic exits I-55 at the Mallory Avenue exit and negotiates Riverport Road to various industries along Riverport Road.
The current interchange is a partial cloverleaf that has been modified over the years. In order to meet the current traffic demands and the limited right-of-way the interchange is being upgraded to a Single Point Urban Interchange (SPUI). This type of interchange is often used in urban areas where right-of-way is limited.
The project will consist of widening and replacing Interstate 55 with 3 lanes in each direction. The bridges over Mallory Avenue, the Canadian National Railroad, and Riverport Road will all be widened and replaced. Mallory Avenue and Riverport Road will also be widened and replaced. A bridge will be constructed on Riverport Road over the Canadian National rail spur that enters the refinery adjacent to Riverport Road.
Smith Seckman Reid, Inc. (SSR) is currently providing construction engineering and inspection services while representing TDOT as project engineer for the construction of the new single point urban interchange. The project includes the construction of 20 retaining walls and 5 bridges.
L.I. Smith & Associates, Inc. is providing the quality control and quantity surveys as a subconsultant to Smith Seckman Reid, Inc. for the field engineering to construct the major interchange improvements. Services include providing the support to check control points for the overall layout through the use of GPS and conventional survey methods. L.I. Smith & Associates takes the data collected from the field to determine the quantities of material used for the construction of the project. L.I. Smith provides additional QC as requested by the CEI coordinator to check any control points during the construction of the project.
I-40 at Canada Road, Memphis (CNN198), Shelby County, Tennessee

L.I. Smith & Associates, Inc. is providing construction staking surveying services as a subconsultant to Bell & Associates, Inc. for this project in Shelby County. The project consists of the grading, drainage, and construction of a concrete Bulb-Tee beam bridge, five (5) retaining walls and paving on I-40 at Canada Road (L.M. 0.20). A new bridge over Interstate 40 is being constructed as a single point interchange.
L.I. Smith & Associates, Inc. is responsible for managing the vertical and horizontal control for the construction of the piling, footing, footer, piers and abutments during the construction of the superstructure. Once the bridge deck is ready to be poured, L.I. Smith & Associates will monitor the level of the concrete pours.
L.I. Smith & Associates will control the construction layout of all temporary ramps and detours for traffic during the construction of the new ramps and roads. L.I. Smith is also responsible for the location and grading of the five retaining walls that are to be constructed.
This project includes the relocation of major utilities. Project Length 1.057 miles

CEI Carter County (CNL034), Elizabethton, Tennessee

L.I. Smith & Associates is providing CEI Services as a subconsultant to Smith Seckman Reid, Inc (SSR) in Carter County, Tennessee. The project included the grading, drainage, and construction of retaining walls and paving on SR 362 beginning at SR 361 (Gap Creek Road) and extending to US 321 (SR 67, Elk Avenue).
Additional work included the construction of stream mitigation sites at Buffalo Creek and Mill Race for the relocation of SR 362, including grading and landscaping. Surveyors from L.I. Smith & Associates, Inc. conducted original and final cross-sections in order to calculate and document earthwork quantities.
The project length: 5.9 miles.
CEI for US Highway 64, Hardeman and McNairy Counties, Tennessee

L.I. Smith & Associates as a subconsultant to Smith, Seckman, Reid, Inc., provided the field engineering for checking and establishing control for the construction of 4-lane improvements to US Highway 64 in Hardeman and McNairy Counties, Tennessee.
L.I. Smith & Associates, Inc. set additional GPS control points as necessary for the control of the project. Cross sections were taken during the continuous construction phases of the project.
Additional responsibilities included to reduce and tabulate the field notes, as well as develop quantities of material. When requested by the CEI coordinator, the surveyor checked lines and grades to assure quality and accuracy of the project.
